Act 4:
Story
Costas Becker goes to war with Fat Tony and the Cropfather, with Tony becoming increasingly frustrated as Homer can’t remember why Becker would be after him. After a close escape from one of Becker’s murder attempts, Fat Tony’s boys and Becker’s go to war in the streets of Springfield. Mayor Quimby finally takes executive action to make things illegal again, starting with gang wars — not out of concern for public safety, but because the lack of illegality was making it hard for him to drum up “campaign donations”. With Becker seemingly blown up by the mob and the gang war over, Fat Tony happily surrenders to the authorities and then happily “campaign contributions” his crew and Homer out of jail. When Homer gets home, Marge asks him about the loan he took out from Costas Becker’s boss way back when he grew tomacco the first time (oh, and of course Becker’s not dead).

Act 3:
Story
The tomacco epidemic in Springfield expands as Fat Tony and Homer rake in the cash. Things get so bad that Wiggum is forced to “investigate,” which really irritates him as he thought he didn’t actually have to do anything anymore and could just hang out at his favorite coffee and donuts place. Wiggum’s short-lived investigation doesn’t produce any results, and his investigation is quickly taken over by go-get-‘em special investigator, Lenora Carter. Surprisingly, Lenora Carter isn’t able to track down the culprits either, until Wiggum accidentally walks in on Homer and Fat Tony criming and realizes who the Cropfather is. Before he can arrest them, an argument breaks out between law enforcement agencies about who gets to bust them, and Fat Tony and Homer escape in the confusion. While the police commiserate about their inability to stop the tomacco epidemic, a dark, mysterious, and scary figure emerges in Springfield: the violent debt collector, Costas Becker!

Fat Tony and his mob are in the illicit tomacco business and doing well, but they discover that they’re just small fish compared to the big supplier, a mysterious figure they start calling “the Cropfather”. Louie and Legs go on a quest around Springfield to find out who this person is and where he is. Turns out it’s Homer and he’s been working from Cletus’ farm the whole time. Fat Tony makes an offer to Homer to combine their operations, and Homer eagerly agrees. Combining his tomacco knowledge with a makeover from Fat Tony, Homer truly is…the Cropfather.

Overview
After the latest ballot initiatives pass, the people of Springfield learn that they’ve accidentally made everything legal – gambling, loan sharking, murder, you name it! A stressed-out Fat Tony and the mob find themselves in dire financial straits when they realize the citizens of Springfield don’t need them anymore. Desperate for money, the gangsters turn to petty crime and even real jobs to no avail. After learning that there is still one thing in Springfield that’s illegal – tomacco! – Fat Tony and his boys jump on it only to discover they’re being outsold by a mysterious figure they call…the Cropfather (it’s Homer; of course it’s Homer). Joining forces, they make a killing in the tomacco racket, but soon have every law enforcement service they’ve ever heard of on their case, as well as the bloodthirsty debt collector, Costas Becker! Will Fat Tony and the Cropfather survive long enough to see Mayor Quimby fix this lawless mess, or will everything, including their lives, go up in flames?

Mayor Quimby brags about the latest round of ballot initiatives passing only to learn that everything is now legal in Springfield – gambling, loan sharking, murder, running drunk and naked through the streets, you name it! Fat Tony becomes stressed out as he and the mob realize that the people of Springfield don’t need them or want them anymore. As their finances dwindle, they turn to petty crime and even real jobs to try to stay afloat, to no avail. Fat Tony realizes the only thing he and his mob are good at is real crime, but what can they do? An answer presents itself when they see a news report about an epidemic that is beginning to sweep through Springfield as it turns out one thing is still illegal after all – tomacco!
