Yes for the pedestrians (I've always done that anyway), less so for the cyclists until somebody can definitively explain to me what "certain situations" means. If it means "whenever you like", that's a very bad idea for many reasons.

We've always had to yield to pedestrians.

the pedestrian bit is fine - this rule for bicycles, plus the other ones that are being introduced seem poorly thought out and are a) going to cause more accidents, and b) cause lots of congestion.

Short answer - bad idea Used to say something like give way to lesser road users so you didn't hit something smaller / slower.
