Simples - pull the wheels off (easy) and steal the axle. Job done in 60 seconds.

Add a second lock so the eejit that thought it up can't move 'em either, or just unscrew whatever is holding the chain down - guess it's a rawlbolt but it's not clear. Light duty bolt-cutters would soon deal with the chain too

“Police” the area and put all the trash in the bin, epoxy it shut, and set it on fire. (Especially effective if you add all the dog droppings you can find). Or just epoxy the bin to the roadway.
