I think this may be geared more toward pollution? Before Covid, masks were worn regularly in certain regions due to air pollution (crowded cities in China etc).

IIRC China was hit with SARS 20 or so years ago and that set them off with masks

Their mask wearing goes back to before WWII, factories pumping out pollutants because they could, very lax sanitary conditions, and Sushi breath.
