But how many are going to do a half-arsed job of it and only turn off what they're using at that time - forgetting that things like the fridge and anything plugged in and not being used (like phone chargers) are still using electricity?

Go to your breaker box and flip the main breaker to off. This should cut off all power. Then go to your electric meter and check to see that it shows no power is being used. If it shows power still being used call an electrician NOW!
